what is the purpose of 4-way splitters? all uses?

I want to know what the multi-purposes of 4-way splitters are. in other looking some mention a tap. what the heck is this. actually i have one downstairs in my basement there are 5 cables going to it and one green wire on the side. what the heck is it?
